Can you read code without learning how to code?

Yes… but not all languages.

But code tries to be nearer natural language. Then there is some languages that are more intuitive to more persons.

This means. to read the code to imagine the big picture about what that code is trying to do.

If you need to find the solution to a bug certainly you should review the definition of a sentence or structure like in a dictionary. Only reading the code you assume the risk to misinterpret something.

It also depends on the culture of the community that uses that language. There are languages that are made “in order” few people understand it and make seems clever the people that know it and languages that are intended to be open to the community and each version try to be more understandable, and in other cases less understandable.
